Haku's mother was from the Yuki clan. He wasn't a bastard, the Yuki clan split up during the bloodline purges and his mother was a survivor who hid in a small town, married, and had Haku there. Very different.
Look at the Yuki Clan from Kirigakure and the Kaguya Clan; although these bloodline limit clans were wiped out, it wouldn't be surprising if one or two Ice Release or Shikotsumyaku users emerged in the Land of Water in the future. Haku was one such example.
