I don't think it's the smartest decision to make Game of Thrones right after Harry Potter, but if it were to be done, a lot of changes would have to be made. For example, the team that made the series didn't have a specific division of writers, so some things weren't done as well. Another thing that in my opinion is a flaw in relation to the series would be the involvement of G.R.R. Martin. From the things we were shown and from the things he himself said, it seems that either he didn't care much about the series or he wasn't really involved in the complexities of the series itself. I think a lot of the blame for the series becoming such crap in the last seasons was this mix of problems that were piling up and the control they had over the ship was lost.
