This book is a fusion between Lord of Mysteries and The Legendary Mechanic. If you like either of these books, you'll probably like this one.
I think what the author means is its not useful enough. Dragons are presumably rare creatures, so the opportunity to move around them is much smaller than sea creatures. Also, the price to even be able to use the skill is expensive and difficult to obtain. So while the skill is powerful, it has a high entry requirement for niche situations.

The background is fine, nothing to important. Various misadventures happen that are told with a humorous tone and the main cast is lively enough. I find this book to be somewhat amusing. The main characters antics are great and the way side characters react is what you would expect. The problem is a consistent gender change joke. It swings between eye roll and poor taste depending on the chapter. There is also the minor issues with translation like inconsistent gender.
This man is a Salamander. Terrifying looking but kind.
This volume is starting to give me SCP vibes.
The food jokes are reminding me a lot of the beard stroking jokes.

Overall, its ok. There is nothing special about the characters or world but I don't see any major flaws either. Story so far is the overpowered cautious MC with a generic harem. If your looking for a book to pass the time, you could do worse.
I am very confused on what happened. Did Evelyn disappear or did she become real? What became of Newdeath? If anyone knows, please explain it to me.
