Maybe earlier in the war it's like what you said, but later, there was a supreme tribunal headed by Barty Crouch that had maximum authority. That's why the death eaters who pleaded imperius had to bribe and blackmail others for support to get out of the charges. Plus there was the fact that no one knew who did what or even who all the death eaters were because of masks. That's why Igor Karkaroff was so hated as he turned traitor. I do agree when you said that all revolutions leave behind people of the old regimes, so it's probably as you say, too costly in both manpower and financial resources to wipe them out. Honestly, I'm not very interested in politics not am I versed in it. I understand things generally, but not the minutiae. I'll have a shot in this novel at some point, but it'll probably seem simplistic to those readers who are more knowledgable than me.

No, I looked this one up on the HP wiki. He was friends with Lucius, but there is no indication whatsoever that he was his godfather. That's something from fanfiction.

Like yeah Harry spent the year being enamoured with having friends, magic is real, Hogwarts! I get it.
