both are and something more, we still miss a lot of information ,but from the few people we've seen from Khaneriah many of them are so arrogant they wouldn't care less about the problems they cause other people case in point they boast about their technologies, but it was originally from the Dragons civilization which the Heavenly Principles didn't mind, but instead of just being happy or just leaving Teyvat, they mess with something that nearly decimated all of teyvat leading to its current world order and they had to pay the price for it. while many were innocent, they were punished because of the higher ups greed. we've seen in Natlan how bad the Abyss is, along with Forbidden Knowledge messed up, especially that even gods couldn't fully contain it and all of them either died or was given a fate worse than death to clean up the mess. Khaneriah basically caused the Catalsym, which in terms led to many lives and races to go extinct cause they didn't like how things were being run for a nation as arrogant as Khaneriahs higher ups punishing its people is bothering a cruel and worthy punishment.
