Yes, she literally controls things like whether he goes out or not, and whether he eats or not. The main character doesn't even like her, but she is stronger than him and forces him into submission. However, according to what others say, he will eventually like her, which is even worse. I have no idea why the author even added her to the story. With the main character's abilities, he could easily go on a killing spree to become stronger. But instead, he introduced this random, crazy woman with a shit personality, which limits the main character's potential.
