As soon as Hathor, the sexy red-haired woman, stepped out of the Genetic Manipulation Device in Terra Atlantus, she hugged Harry and pulled him into a deep kiss. "Thank you, my king, for granting me this power." "Call me Harry in private. You are now the second royal queen in the Empire. And I know that you feel some resentment inside, since a Magus Queen Symbiote, besides the basic genetic loyalty, has more free will than the lesser ones. But I didn't lie to you. I will allow you to rule your own Domain, your own Fleet, have your own Power, as soon as we have the manpower to spare and fortified our position," Harry explained.
The regular Symbiotes of the Magus Race are completely submissive and loyal to the imperial family. But Harry didn't want to be surrounded only by slaves; he designed the Queens to have their own free will, just with an inherited genetic goodwill towards him. He wished to create bonds between them, making them almost equal. "Thank you, Harry," Hathor said as she pulled him into a kiss again. "How about we begin to integrate my slaves into the empire before we make some more symbiotes together?" And that is what they did; they added the 3.2 million human slaves under Hathor's control to the Empire. Her Jaffa were added to their military, and the only one who could become a bit troublesome was her first prime, the older man who received them at the gate, named Trofsky. He looked always at Harry with jealousy, considering the method by which Hathor recruited her Jaffa; it was no wonder. After all, Harry is quite possessive and won't share his women.
For now, his loyal Magus is keeping an eye on him. Jaffa are a bit troublesome to turn into Magus; after all, they already had a larva, and using the Genetic Manipulation Device would take too much time. He and Hathor decided to keep them in the Empire, slightly higher ranked than human slaves below members of the Magus Race, and dispose of them if they should become trouble. Lucky for him, his new concubine had three planets under her control. Two of which are rich in Naquadah with large deposits on these planets.
Unfortunately, one of them, called Neone, which once belonged to Nirrti before being abandoned by her, had a toxic atmosphere, and the very reason she had left the planet was that people showed a vulnerability to it after her experiments. Still, humans survived and reached a population of over one million there. With the right equipment, like breathing devices, the planet can become one of his main supplies for Naquadah.
The other rich Naquadah planet was far better; it's called Javabli, the old domain of Hathor before Ra forced her to abandon it and become his queen. Unknown to the other Goa'uld. It can become a perfect mining planet, although it was a bit desolate it still was able to support over 2 Million Inhabitants. Maybe even a candidate for a Crone World after Terraforming.
Last but not least, Eskal, this one was pretty useless. There are no useful resources; it could only serve as a farming planet with it being partially terraformed. It's where Hathor built her pyramid with the fake SGC inside. He even detected a tunnel system there not constructed by her. His guess was that it was the Tok'ra who built them, a splinter group of the Goa'uld who are fighting against them; they believed in coexisting with their host. Basically the Middle way between the Goa'uld who dominate their Hosts and the Magus who majorly dominate their Symbiote, not that they had any mind on their own.
With the additional workforce, they managed to push the production time of one Morning Star Class ship to one month. They could press it even lower, but there are now other projects they are focusing on. Like constructing defensive stargate facilities on Neone and Javabil while abandoning Eskal, which had nothing of interest in it.
Better mining operations on three planets, better agriculture, and so on. Once they were finished with this, he instructed his researchers and engineers to establish a new production chain for one aspect of warfare apparently completely underestimated in the Galaxy.
With a system of billions of stargates connecting to different planets, How were the most common Ground Force enslaved soldiers with inefficient long laser sticks as weapons? Why are there no tanks, anti-air vehicles, and more ground vehicles?

"We should recruit some wizards to the Empire," Hathor said one day, having learned more about the current Empire and analyzed the new knowledge she received from Harry. She was especially fascinated by the magic of his world.
"You mean to get more Magi with high potential?" Most of the Magi they had right now were low-ranked ones, only with an unlocked potential of 25% of the Magus race, allowing them to mostly cast lesser spells learned around the first four years of Hogwarts; anything bigger takes more effort from them. Harry was the current measurement for his full potential, making him 100%.
Hathor and Pansy had both unlocked a very high level of potential, over 90%. This was the genetic benefit of the Queen Symbiote with more freedom. In the meantime, Wizards had by nature at least a potential of 50%, which is classified as mid-level Magi, of which there are very few in the Empire right now.
By receiving a symbiote and undergoing the transformation, the added Alteran genetics and enhancement of the symbiote should push them even higher, making it possible that some of them could even reach high potential levels.
"Not only that, their knowledge is even more worth it. All the inherited knowledge about magic comes from you. I know after your intellect was enhanced, you took a deeper look at it, especially focusing on Horcruxes for your symbiote creation. But there is so much more. Even if we have a full division of Magi focusing on the research of magic, it still takes a lot of time. So why not recruit people who have enjoyed a full education in magic, many of whom have even learned more during their school time than you?" Hathor explained her new idea fully while snuggling into him.
Pansy, who lay on the other side of him in their bed, added her own, "There is more. A lot of knowledge is kept by the old families in their libraries. Hogwarts may have one of the biggest ones, but many secret magics are kept by old families. A lot of magic is even legally classified as family magic by them, making it legal for them to keep it secret."
"Hmm, it makes sense. I will take a look at it. After all, it's time for me to take a small vacation and meet some friends," Harry said before he pulled his two concubines closer to him.
