[Note- I don't know how to actually explain the the security clearance, so I they will only be commenting on the D-Class and the O5 councel. But they do know about the other personel duties as well.]
D-Class:
*Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into Foundation custody under plausibly deniable circumstances. Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel.*
There is a silence in the room before Steve speaks, "So they are evil." Steve states
"It was fine untill they mentioned refugees..." Barton facepalms.
"Keep watching." Fury said already seeing the sparks.
O5 Council:
The O5 Council refers to the committee consisting of the highest-ranking directors of the Foundation. With complete access to all information regarding anomalies in containment, the O5 Council oversees all Foundation operations worldwide and directs its long-term strategic plans. Due to the sensitivity of their positions, O5 Council members must not come into direct contact with any anomalous object, entity, or phenomenon. Furthermore, the identities of all O5 Council members is classified; all council members are referred to only by their numeric designation (O5-1 through O5-13).
"How are the O5 chosen?" Fury

"Just like everything else." Thor
Just as the group was discussing if they should take a rest or keep watching, the screen started to display a SCP Foundation logo.
*Ding* *Incoming Call from the SCP Foundation, would you like to answer the call* After they heard that the table showed a holographic image (Like the Star Wars one), and 2 buttons saying Yes and No.
"Yes!" Said Tony, "Could get some more answers from this guy."
As Tony said yes the hologram showed the same doctor as before. "Hello, I hope that you have not forgotten who I am."He said jokingly, It was Dr Simon Clarke.
"We have not." Answered Tony, in a equally joking fasion.
"Well that is certainly a great, let me see, you have a gained a level of authority, as such you are entitled to ask me some questions." Said Clarke, awkwardly trying to shift back to a serious tone, as if he had not expected Tony to joke back.
"How much authority do we need to be allowed to leave, and how do we gain authority?" Asked Fury. Completely ignoring the embarrassed doctor and replying in a non chalant tone.
"I am unable to tell you exactly how much authority you need to have. Though I can tell you that you only need to provide a small amount of insights, you are quite close already." Clarke pauses, "As for how to gain authority, unfortunately I have no clue."
"I see... There is just one problem..." Fury said, Clarke motioned with his hand, "You are not the SCP Foundation." Fury said.
Clarke remains silent for a while stroking his chin, he then clicks a button a on his keyboard, muting himself. He then covering his mouth with his hand and starts talking. After minute or so of silence he unmutes and says,"I am the Site director of Site-XXX under the SCP Foundation, similar to you we also recieved a message from an unknown source which told us to catalogue all the insights that you may provide."(Note- dont know if site x, just imagine a random site without any major anomalies.)
"We also gained the ability to grant you Authority. Though we need to provide a valid reason for doing so." He went on to explain.
"And why should we believe you?"Fury asked, at this point the group has already decided that Fury is going to be the negotiator of the group.
"We don't have any way of proving our side of the story. Thought does it truly matter, unlike you we had been able to gain enough Authority to send one person out, so we know that as long as we agree to fulfill the goal that this anomaly wants us to accomplish we will be able to leave."
"At this point in time we are both stuck in the same boat."
Fury and Dr. Clarke went on to talk more about their cooperation over the next few hours. Also learning that apparantly the SCP world didn't stop time like the Marvel world had.
The group ended their lunch, then Thor decided to ask a question to Clarke
"How exactly did your organization get a painting of SCP... what's its face." Thor forgetting the SCPs number.
"Well you can refer to the the [] for more information on that matter, also I would like to suggest a few SCPs you should be watching, the one our group has suggested heavily has been SCP-678 after which you should watch any that may interest you we would however suggest SCP-999, SCP-049, SCP-1000, SCP-507 SCP-173 etc."Be went on to list a ton more.
"We will keep that in mind." Replied Fury
After the call ended,"I thought the call would never end."Banner
"He was tring to gauge our reactions to the situation, despite him trying to act all shy and awkward, he was well trained." Barton explained and Fury nodded in agreement.
"For now we have little choice but to keep watching."

"They are going to have this guy paint it's face." Natasha
"Atleast it's a criminal." Barton
Steve chose to remain silent but everyone knew what he was thinking.
*Bathysphere 303-A reaches final depth of 10,800 meters.*
"I mean it can't be so ugly, the painting don't make it look as scary." Tony
"Must be more terrifying in person, I mean it's magic." Barton said while shrugging.
"Magic is sciene we don't understand yet." Banner said
*At this point, approximately 13:32 standard time, Dr. Dan and Experiment Control is notified that SCP-096 has breached containment. The fastest path to SCP-096-1 has been cleared of civilians and other image-capturing devices, and SCP-096 is now being tracked by satellites via tracking collar.*
"I would like to know just how far the SCP was from the submarine." Tony said
*Dr. Dan: Please stand by.*
"Poor guy didn't know what hit him." Tony said sarcastically.
"I would like to know what crime he committed." Said Steve,"It only mentions him being a convicted criminal."
"Well I guess we may never know." Said Fury stopping Steve, Fury thinking,"Steve really hates the foundation, they better do a good thing soon since they are coming off as the bad guys here."

Note- It has come to my attention that nerve gas is used to kill people not to wipe their memories... frankly don't know why I forgot what a nerve gas is but whatever.
What I am truly mad at is that not one of you people decided to correct me on that.
Note 2- I will upload tomorrow about SCP-682, it was supposed to be this chapter but I got a bit carried away. Hope this is not too bad.
