The gift Mark was referring to was none other than the Winter Soldier, Bucky.
Bucky's situation was similar to that of Captain and the others. He was globally wanted as well. Instead of keeping him hidden in the laboratory, it would be better for him to join Captain and the rest in Wakanda.
