Shin looked at her scroll and nodded, confirming that this was the place.
"The Village Hidden in the Whirling Tides is on an island offshore." Pausing to see which island it was, she pointed at an island not 5 miles away, to the south a little, and said "It should be that one over there. Why don't we look for a boat around here to get across."
After Shin said that, the three of them dispersed, looking for some sort of rafting device to get across the water. Warai shouted out that she found an old rowboat upshore, and they gathered around it. All four of them looked down at the derelict wooden raft with somewhat disappointed expressions.
Tetsu complained, "Half the wood on this thing is rotten, and there are holes everywhere."
Kannin added, "Not to mention that this rowboat has no oars to begin with."
"It's not my fault the boat sucks!" Warai groaned, "Maybe sensei knows some special jutsu to fix it?"
Shin chuckled and said "Maybe if I was the first Hokage I could mokuton one out of thin air, but unfortunately I'm not. So it looks like we'll have to use our brains to sort this one out. Now I know it might be a tall order, relying on your brains, but I have hope in you."
The three genins sunk to the floor at their sensei's insult.
"We're not that dumb, I swear!" Warai cried, earning everyone's laughter.
Shin looked at them and said "Well I suppose this is a good opportunity to practice your chakra control. Have you ever seen a shinobi walk on water?"
The three kids shook their heads. Shin walked out towards the tide, and eventually began walking on the water itself, going out a few dozen paces before coming back.
"Unless you three have any better ideas, teaching you that trick is what's gonna get us across the water." She plopped down on the ground and said, "The key is emitting a constant flow of chakra from your feet to act as a repelling force. The amount of chakra you emit will change as the water changes, so this is quite difficult to learn for newbies. Well, go on, try it out."
The kids ran off into the ocean all three promptly drenched themselves in that salt water. 30 minutes later, Warai and Kannin had figured the basics out and could stand still without falling. Tetsu's feet kept slowly sliding under the waves. Another 30 minutes later Warai and Kannin could run on the water.
Shin was impressed by their quick learning, whereas Tetsu was only now able to stand still on the water's surface. She got up, clapped her hands and said, "Well there's only so much light in a day, and I'd like to make it to the Village before nightfall, so Warai, Kannin, you can run across, Tetsu, I'll have to carry you."
Tetsu looked mortified, and as he looked over at Kannin and Warai, he saw them stifling smiles. A while later, they were running to the island over the waves. Shin was princess carrying Tetsu. When they got a few miles out, the water got really choppy, and Shin looked around as if trying to see something in the water.
Warai, noticing this, asked, "Is something wrong, sensei?"
Shin shook her head, "No, I was just thinking about something..."
Kannin did not like the way that sounded.
When they reached the shore of the island, Team 4 saw what they had come here to explore: The Village Hidden in the Whirling Tides. It was a mess. Countless buildings lay sagging and broken, hunched over as if pushed. They were already partially grown over, and they could see animals scampering across the ruins. As they approached, they could hear water flowing from within many of the ruins. Shin's expression went dark.
"What's wrong, sensei?"
"It's just that with the water in the ruins, there's a good chance the valuable scrolls and tablets are ruined."
"Oh."

A while later, while they were scouring the rubble, Kannin suddenly had an idea. 'Fundamentally, water and air are both fluids. So, theoretically, shouldn't it be possible to walk on air like I did on water?'
He turned to Shin and asked, "Harakaze-sensei. I know walking on water is possible with chakra control, but is walking on air possible too?"
Shin turned to him with furrowed brows and said, "Technically, it's possible, but no one's ever managed to make it work. Air is just too different from the water's surface."
"How?"
"Firstly, air is significantly less dense than water. The buoyant force supplied by the water is much more helpful in resisting gravity. In the air, there's basically no help. Secondly, there is no 'surface' of the air. Walking on the surface of the ocean is easier because there's a definite plane of water to act against--trying to do so in the air would be like trying to stand still in the rapids. Thirdly, air is just too volatile, it's always moving one way or another, changing density, direction, and intensity by the moment; the chakra control it would take to walk through the air would surpass even Lord Third."
Kannin looked into the air for a moment, a little disappointed that his idea was so unfeasible, and asked, "So is it impossible to fly as a shinobi, on your own, that is?"
Shin replied, "Sorry to ruin your dreams, but basically, the only shinobi I've seen actually fly without a summon is the Third Tsuchikage with his Dust Release."
Kannin, lost in thought, muttered 'So Onoki, huh?'
"I'm glad you're trying to innovate and improve your chakra control, but to be honest you're pretty impressive already. Usually it takes a few days to learn water walking, and that's after tree climbing practice."
Warai joined in, "Really? We're that good?"
Shin grimaced and responded, "I wouldn't go that far, kid. You're just above average." Then a slight grin appeared on her face, "Which isn't half bad, I suppose."
Hearing that water walking took so long to master, Tetsu was suddenly a lot less embarrassed about having to be carried across the strait. He puffed himself up a little, which didn't go unnoticed by the others, who shared a nice chuckle at his expense.
"You'll get it when we return, little Sarutobi."
"I know! I'm gonna be the best at it once we're done!"
"Yeah, yeah, let's get back to searching. We can't take forever."
