To make him wait in trepidation for the other shoe to drop, an intimidation tactic that was unfortunately rather effective.

Or maybe Liu Suzhi just hadn't made up his mind yet. He was unfathomable to Yan Zheyun, an unknown variable that could both be a blessing and a bane.
