Whis was troubled. To the Grand Zenos, as well as his father, reality was a game. The Kais and Destroyers were their playing pieces, which meant that his job was protecting the 'board' itself. Or at least, the Seventh's quadrant of the 'board.' Normally, this mainly included ensuring that Lord Beerus was capable of fulfilling his role as the Zeno's piece. If the Kais or Destroyers decided to end their own universes, that was fine. If mortals did something stupid and destroyed themselves instead, that was also fine.

Unfortunately, what was happening right now was most definitely not fine.

It had started with a simple planet of bug-like creatures, with fairly disgusting eating habits. Two Saiyans had landed on the planet, and immediately begun scouting it out for hostile takeover. This wasn't an especially rare event, so Whis didn't even really notice it, but then, one of the Saiyans decided to destroy the planet, rather than sell it.

That was within the Saiyan's right as a mortal being, so Whis didn't see any reason to interfere with it, but someone else did. 

Honestly, it took Whis a couple of tries to figure out what had actually happened to the planet, but he chuckled once he figured it out. "Oh-ho-ho. It seems that we have a rogue god with their own pocket dimension." Pocket dimensions weren't rare, but rogue gods were. They existed, though few in number, mainly mortals who had managed to climb the ranks of divinity, but as gods, their activities were strictly regulated. A random god interfering on too big of a scale was a big no-no in the Grand Zeno's eyes, which made this new god an immediate problem for Whis.

Investigating the phenomena that the rogue god created, Whis learned a few things. The god hadn't used time control, but rather space control and illusions. The only part of their ruse that had actually utilized divine energy in any way was, not the illusion, but the spatial tear itself. Which made sense, it was large enough to swallow a planet whole. 

The other thing Whis learned about it was that the planet hadn't been completely cut off from the outside world. Erratically, but once every few hours, a batch of souls would enter Arlia's Otherworld check-in area. In other words, this god was using that spatial magic to send the souls that died in Arlia to Otherworld, since their pocket dimension did not have its own access to it. That meant that the pocket dimension itself was unregulated, and therefore illegal as well by divine law.

Tracking down the portal that the god was using to cross the souls from Arlia into Otherworld was not easy for Whis, but he managed to accomplish it after a few months of effort. Once he did, he ignored the Arlian souls crossing through the breach and immediately killed the god in a sneak attack, fearing what the god was capable of in a protracted battle. That was his big mistake.

As it turned out, the one who had opened the portal was a higher god, capable of regenerating themselves from nothing but raw energy, and at a nearly unprecedented rate at that. On top of which, they were far from alone. The moment that he killed the girl, six more appeared from thin air and surrounded him, each with power equal to or surpassing Whis himself. Then, another two dozen or so appeared. Whis never stood a chance. 

Knowing about his unique position among divinity, the girls didn't dare kill Whis. Instead, they captured him and whisked him onto a planet filled with lush greenery. Unfortunately, Whis didn't get a very good look at the flora and fauna of the planet that he was dragged to, as the girls locked him in the basement of a large mansion. They treated him humanely, but they made sure to keep at least three guards near his cell, each one angry at him due to the fact that he attempted to destroy the portal-opening god. 

Whis wasn't isolated for long. Within minutes of being tossed in his cell, the girls' leader arrived to speak to him. Despite how low my power seemed to be, it was obvious that I was different from the rest. Just as angry at him, though.

"You tried to kill my girl, you know." I materialized a chair and sat down in it, facing Whis. He didn't apologize, though.

"Unfortunately, I didn't have much of a choice. I am this universe's angel, after all. It is my duty to enforce cosmic law." Whis told her. Just like the Core girls, Whis, while able to disobey the Grand Minister, would never willingly do so. Even if it cost him his eternal soul, he'd do his job.

"And when did I break cosmic law?" I asked.

"When you brought the planet Arlia into this dimension. Intervening on such a wide scale is strictly forbidden by divine entities such as yourself." Whis didn't take a second to lay his case. Unfortunately, he was technically correct. But I had an excuse already cooked up.

"Since when am I a member of the divine?" I asked. While I was capable of using divine energy, so were Goku, Vegeta, Jiren, and technically Frieza in the future. Each had power comparable to a Destroyer, yet they weren't technically classified as gods, and were therefore free to act on whatever wild impulses drove them. Naturally, Broly also fell into that category. 

"The ability to use divine energy competently, and everlasting lifespans are the two criteria. One look at you, and you have both. Therefore, you are a god, and must follow cosmic law. We wouldn't want the Seventh Universe to accidentally be wiped from the cosmos, would we?" He chided. 

"Alright, fine. As of this moment, I'll accept that I'm a god. Great. Go away." I hated the fact that I was dealing with Whis right now. He had the ability to throw all of the events of the most important portion of my future all out of wack. If he decided to change up his future moves due to our meeting, then the tournament of power almost certainly wouldn't happen.

I already had to keep my power under lock and key on Earth for the foreseeable future to ensure that the first true rival for Beerus is Goku's Super Saiyan God form. Having to deal with Whis going off track as well would be incredibly difficult, even for me. So, I wanted him to forget about this ASAP.

Unfortunately, it wasn't that easy. "Alright, if you agree to follow cosmic laws and not interfere in mortal events from now on, then I suppose I can overlook this unauthorized pocket dimension. Just replace Arlia, connect the pocket dimension here to the rest of the cosmos, and agree to limit your interaction with the mortal races." Whis demanded of me.
