Despite knowing a great deal, the World Government was reluctant to lose such a talent, which meant Vegapunk had access to a lot of experimental materials that Caesar did not.

A few days ago, Vegapunk noticed the mysterious substance was gradually dissipating, and he tried to preserve it using a special method. In a way, he succeeded—after combining it with a unique sample, the mysterious power was preserved.

And that sample? It was none other than a special substance derived from Lunarians' blood.

However, Vegapunk didn't reveal this achievement and, like Caesar, claimed the substance had vanished. Vegapunk referred to this mysterious power as "God's Blood."

This component was beyond his comprehension; all the materials he had studied throughout his life and the things he had analyzed cannot explain the existence of this component.

He wasn't working for the Marines and World Government wholeheartedly, so he was naturally not going to share some special things with them.

For instance, that replicated Azure Dragon Fruit—while the World Government and Marines thought it was a failure, they didn't know that the only "failure" was the color difference.

In Borsalino's temporary office, he was patiently brewing tea. A few sheets of paper lay on the table, indicating that he had been practicing calligraphy. Compared to Kuzan and Sakazuki, who were busy traveling across the seas dealing with various issues, he was living an incredibly leisurely life.

Moreover, no one could say anything to him as his current mission was to protect Vegapunk and ensure the safety of Punk Hazard while assisting Vegapunk with some of his research.

However, he didn't understand technology and could only provide some test samples. Besides, not many people dared to attack a Marine base—no one in their right mind would, except for the occasional madman like Kaido.

So, he could be said to be justifiably slacking off at this moment.

"Old man! Why haven't you been answering the phone again? Vegapunk has been waiting for you!"

At this moment, a man wearing a red apron with magatama patterns pushed open the door and walked in. He was Sentomaru, Vegapunk's personal bodyguard.

Dressed in a style resembling Wano Country's clothes, the man claims himself to have the tightest mouth in the world.

"Hmm? That's strange. I definitely returned the call, but you guys didn't answer. Look, it's still ringing," Borsalino said, pointing at the Den Den Mushi on the table, his expression innocent.

"I've told you so many times! The black Den Den Mushi is for eavesdropping—it can't be used for making calls!"

Looking at the small black Den Den Mushi on Borsalino's hand, Sentomaru was speechless. Ever since he met the man code-named Kizaru, although interacting with him wasn't difficult, Borsalino always acted like someone suffering from Alzheimer.

Whenever it involved a Den Den Mushi, he would instinctively pick up the eavesdropping Den Den Mushi. Sentomaru often suspected that Kizaru did this deliberately to prolong his slacking time.

"Vegapunk told me not to tell you, saying he wanted to give you a little surprise. There is already a prototype of the creature Marines need. He asked me to bring you over to take a look so we can deliver it to Marines."

In an underground lab on Punk Hazard, a massive dragon was submerged in a strange liquid.

To Vegapunk, it wasn't particularly complicated. He had already successfully created one before—though that one wasn't as large, nor did it possess any special abilities. It was simply a flying creature.

Now, with Hydrachton's liquid for analysis and combined with previous results, this brand-new creature in front of him was born.

It inherited some abilities, but it was a downgraded version of Hydrachton. While it possessed strong regenerative powers, it lacked the other elemental abilities of Hydrachton.

Because strictly speaking, Vegapunk could only analyze the Lineage Factor of Yamata no Orochi. The power of the Pokémon is a component he cannot analyze.

Vegapunk wasn't able to replicate Hydrachton, but the highly concentrated Devil Fruit components greatly assisted him, allowing the dragon to possess some of the powers of the Yamata no Orochi Devil Fruit.

"If its head gets cut off, can it regenerate?"

"Yes, but it will take a while, and after two or three times, it will completely die. As for the other abilities, I don't have enough samples for further analysis. Oh, and creating this dragon costs as much as building three warships."

"As for weapons, you'll have to figure that out on your own. Its size could accommodate the experimental model of the laser cannon, but that would increase the cost by another warship."

With that, Vegapunk left, while Borsalino reported the matter to Sengoku. The World Government had already delegated authority, so it was up to Sengoku to make the decision.

Upon hearing the hefty creation cost, although Sengoku's heart ached, he decided to move forward with production. While they didn't plan to fully develop an air force, they at least needed some means of countering such monsters...
