Basically, the Ninth Heaven refers to the highest regions of the heavens, the most extreme peak. Similarly, the Ninth Netherworld refers to the lowest regions of hell, the most extreme end of it.
To summarize, the number 'Nine' might or might not be taken literally, depending on the context. Sometimes, it might only be referring to the idea of 'extremities'.
