The shelter was a whole facility.

Then the Blue Dragon Guild Hunters made sure that each Civilian would get a tent and all the items included in it like blankets, pillows, first-aid kits, flashlights, whistles, snacks, and bottled water.

Hence, despite the chaos outside, the shelter remained peaceful.
