There's a reason Tom Riddle was emotionless as a child.
His father was under the influence of a love potion. While under the influence of this potion, Tom's mother became pregnant. As a side effect of this potion, Tom's genetics were affected and he became an emotionless person.
In the story, Tom takes over another body.
In the Harry Potter movies, Voldemort had emotions such as anger and hatred. The reason for this was that his original body was destroyed and the side effects of the love potion disappeared from Tom. But by the time this happened, Tom was already obsessed with dark magic and had made horcruxes.
The reason why Voldemort is emotionless and cruel is the horcruxes. Dumbledore explained this. Excessive use of dark magic erodes the mind. That's why even Grindelwald stayed away from dark magic like horcruxes. After Voldemort's Horcruxes are destroyed, the dark magic on his soul fades over time. so he starts to feel emotions.
