"Let them in," Tsuru gestured, and the messenger Marine immediately went out.

In no more than two minutes, thirty people came in.

"Marshal Sengoku, these are?"

Dak's gaze shifted to the thirty individuals.

They didn't seem like combat Marines.

"These people are from our Navy's Logistics, Biology, and Research departments respectively. I hope to hire you to provide some Pokémon-related knowledge.

The Logistics Department is responsible for researching Pokémon attributes and characteristics.

The Biology Department takes care of raising young Pokémon and managing their physical and mental health.

The Research Department uses machinery to timely monitor Pokémon's physiological states and training processes," Sengoku stated his purpose directly.

"No problem," Dak agreed promptly, surprising everyone present.

They weren't aware of Dak's intentions and thought this was the result of Sengoku and Tsuru's arrangements.

This slight upturn of Sengoku and Tsuru's lips suggested they thought they had Dak figured out.

"So, when do we start?"

"Emmm, I've been planning to open a branch in the first half of the Grand Line recently. I'm still selecting a location. Once the branch is established, these people can go there."

Dak was straightforward with his plans.

The opening of a branch would undoubtedly attract all sorts of characters, including those looking for trouble.

However, if a group of Marines were stationed nearby, it would significantly reduce these troubles.

Sengoku understood Dak's thoughts, and Dak knew that Sengoku could guess his intentions. It was an open strategy.

"No problem, I'll send a Vice Admiral-led troop to station there," Sengoku nodded and agreed.

This wasn't a bad thing for the Navy because it effectively monopolized Pokémon's power, preventing pirates from accessing it.

As for civilians having Pokémon, they didn't care much; it was just uncertain what the World Government would think.

But for the Mystery Hatchery House and the Navy, it was a mutually beneficial situation, with no reason to refuse.

"I also want a Pokémon," Garp, who had been picking his nose on the side, spoke up, looking eagerly at Dak.

"You can't," Dak shook his head without a second thought.

Handing a Pokémon baby to Garp would be pure abuse.

"What?!,"

"Shut up, Garp!" Sengoku's face darkened. He hadn't called for this troublemaker; Garp had insisted on seeing Dak.

Garp seemed very interested in Pokémon.

Ever since Kuzan returned from the Hatchery House, Garp had been acting like this.

Thinking this, Sengoku glanced at Kuzan, who was pretending to be asleep with his head back.

Borsalino looked around, then showed a sly smile.

"I don't think you have the ability to raise a Pokémon safely."

Dak didn't care about Garp's status as a Navy hero and bluntly stated his reason for not selling Pokémon to him.

"Garp indeed doesn't," Tsuru shook her head.

"Tsuru-chan! How can you say that about me! I've raised two grandsons and my son grew up healthy."

"Right, your son was raised all wrong, and we've never even seen your grandsons alive; it's all your own claims," Sengoku didn't give Garp any face.

Though he wished for Garp to raise some Pokémon, he had to admit, Garp really wasn't reliable.

"Sengoku, you'll regret this!"

"Garp, I am the Fleet Admiral." 

Bang! Garp stormed out.

"Sigh," Sengoku sighed.

"?" Dak was bewildered.

He almost thought he had traveled through time again.

"Marshal Sengoku, is there anything else?"

"It's like this, Buneary is about to leave its juvenile phase, right?"

"Yes, that's correct. Your Navy can start purchasing Pokémon eggs from us in large quantities."

Dak didn't beat around the bush with Sengoku.

"How many Pokémon eggs do you have?"

Sengoku's question made Dak's heart jump, indicating the Navy's significant appetite.

"As many as you need, but I won't sell you thousands or millions at a time."

Dak shook his head, cutting off Sengoku's speculation.

"How come?"

"You don't have the capability to take care of thousands or millions of Pokémon babies at once."

The Navy's understanding of Pokémon is close to zero; they can't comprehend how troublesome Pokémon babies can be.

Let alone the thirty people just mentioned, even thirty thousand wouldn't be enough to take care of thirty thousand Pokémon babies.

A single Growlithe baby could keep a dozen people busy, unless the Navy is willing to allocate strong individuals to watch over them, but is that possible?

Moreover, there's a crucial point.

"Moreover, I don't think every one of you in the Navy can become a qualified Trainer."

Dak's mind began to recall certain figures.

Stupid Navy members led by Sakazuki weren't suitable.

These people might choose to sacrifice Pokémon for justice, not wrong per se, just a difference in perspective.

There's a saying in Naruto that fits well: Those who cannot complete their mission are trash, but those who abandon their comrades are worse than trash.

Dak likes this saying, so he isn't optimistic about the hawk-eye Navy members.

He won't stop Pokémon from choosing these people, but he also won't actively sell Pokémon eggs to them.

These people only have the right to be chosen by Pokémon, not the right to choose Pokémon.

And then there are some cancers in the Navy that Dak cannot trust, those who absolutely should not have Pokémon.

For example, Axe-Hand Morgan, the rat who colluded with Arlong, and the future Green Bull, Ryokugyu.

"So, you mean, you choose which Navy members are qualified to get Pokémon?"

Sengoku guessed a bit of Dak's intention.

Tsuru also narrowed her eyes, letting an outsider involve in Navy affairs was impossible.

Borsalino glanced at Dak, pondering Dak's words.

And Kuzan, probably the clearest about Dak's thoughts, said nothing and continued to feign death.

"No, some people in your Navy can distribute Pokémon eggs, but who those people are, I'll choose."

Dak knew the Navy's bottom line, so he made a concession.

"Who do you want to be responsible for this? I need to hear it before deciding."

Sengoku was still cautious and didn't agree immediately.

"Currently, two people."

Dak smirked, glancing at Kuzan.

"Which two?"

Tsuru asked.

"One is Admiral Kuzan, and the other, 'Black Fist' Zephyr."
