Although the Anti-Corruption Committee wasn't exactly full of Jack's allies, he did have some connection with their superior, Director Terry, which would make things easier for him. It was better than falling into the hands of the Armed Forces Bureau. The most important thing was that while Dos was still in office, Jack would be protected no matter what. The Armed Forces Bureau couldn't just break into the Municipal Bureau and arrest him—the captain of the Bureau, right?
