章節 25: Lore Chapter - The Alpencian Underworld : The Grisvolk

Although everyone who belongs to the underworld in Alpencia, like to call themselves with cool names like 'The Shadows' or 'Those who belong to the darkness', they are known by a very different name by the people and the law authorities of the world. The Alpencian underworld are called 'The Grisvolk' - literally meaning 'grey people' by the common civilians and the rest of the world.

There are all kinds of organizations in the Grisvolk. Mafias, Syndicates, Consortiums, and Clans, seamlessly coexist. But here's the twist - they all follow the same kind of symbolic rules - The Mandate of the Abyss

At the very top of each organization is a boss, kind of like the big boss in charge of everything. They hold ultimate authority, make strategic decisions, and oversee the entire organization. They have cool titles like Don, Boss, President, Patriarch, or Chairman, depending on the kind of organization.

Then come the Generals, they serve as overseers of specific facets of the organization. They manage territories, business operations, or specialized illegal activities. Adept and Elite 'Viables' within the General ranks contribute strategic insight and coordination. They have names like Capos, Directors, or just plain Generals.

Enforcers are like the muscle of the gang – they keep everyone in line and deal with problems. They have fancy titles like Enforcers, Protectors, or Guards. They are entrusted with maintaining order, enforcing the code, and neutralizing internal and external threats. Adept and Elite 'Viables' may find themselves in key Enforcer positions, utilizing their unique skills.

Finally, there are the Soldiers – the regular gang members doing all the day-to-day work. They follow orders without asking questions. They're like the interns of the criminal enterprise and mainly consist of initiate Viables or Normal humans.

The Grisvolk run a bunch operations all over Alpencia. First off, at the forefront is a network of extortion rings, discreetly maneuvered in major cities, targeting businesses of all scales. Enforcers employ efficient, low-profile methods, employing a delicate balance of intimidation to extract protection money. Violence becomes a stark reality for those who resist compliance.

Because Alpencia's in a cool, central and strategic spot in Europe, the Grisvolk is really good at smuggling stuff like gold and weapons. They pretty much own the biggest market in the world for these things. It's like a crime Costco, but you can't get a membership.

They also plays big shots in international trade. They use front companies and real businesses to control how things get imported and exported. They manipulate tariffs, customs, and transportation logistics, ensuring a share of profits from various legal enterprises.

They have a near-monopoly on the world's illicit trade being the largest black market. The Grisvolk oversee the trade of forbidden items, ranging from rare artifacts to restricted technologies and even military equipment.

To mask their criminal enterprises, the Grisvolk heavily invest in shares of legitimate businesses throughout Alpencia. Exclusive establishments like high-end restaurants, luxury hotels, and elite clubs. Only the organization which has a share in that particular establishment are paid the protection by them.

When the sun sets, they take over the nightlife scene, owning cool places like nightclubs and casinos and Underground Auctions houses. They're the kings of night and indulgence... with a side of crime. Maybe they tell jokes there, who knows? But don't laugh too hard; they might not find it funny.

Simultaneously, they maintain an extensive information network, gathering intelligence on political figures, law enforcement, and rival criminal organizations.

They're like an underworld bank too, giving out loans and helping criminals clean their money. They're basically the financial masterminds of the shady world. Manipulating currency exchange rates and investing in legal and illegal ventures, they solidify their economic influence, weaving a complex and powerful economy. They're making crime look almost legit!

In Alpencia, there's a tricky dance between the government and the Grisvolk. Why can't the government just kick them out? Well, money and power talks louder than a toddler in a candy store. The Grisvolk aren't just a bunch of rule-breakers; they're also a big player in Alpencia's money game. It's like trying to get rid of a bee's nest without getting stung – a lot harder than it sounds.

Some politicians are even besties with these underworld folks, some directly linked and others indirectly supportive, creating a formidable shield against decisive government action. The authorities can't do anything without causing a political storm.

Deep-seated corruption permeates law enforcement agencies, including the police force and the military, where officers and officials receive regular payments to overlook or even aid the underworld. It's like trying to mop the floor with a spaghetti strainer – not very effective.

The Grisvolk also play it smart though preserving this delicate balance by ensuring their activities do not directly harm civilians, preventing widespread outcry for immediate government action by going all superhero on them. The public, unaware of the full extent of the underworld's reach, romanticize or overlook its existence.

The government strategically enforces laws against the underworld, focusing on crimes that directly threaten citizens' lives, property, and national interests. But it's more like playing tag with a bunch of slippery eels. It's a tricky game, and the government is doing its best to keep things in check without causing chaos.

In the eyes of the public, the Grisvolk is kind of like a secret club with its own set of rules. Despite the inherently criminal nature of their activities, there exists a prevailing belief that the Grisvolk adheres to principles steeped in duty and loyalty.

Surprisingly, some iconic figures are respected by everyone in Alpencia, not just the underworld. This paradoxical respect is a result intricate interplay between criminality and societal recognition.

An air of fear and reverence envelops the Grisvolk, citizens discuss them in hushed tones, acknowledging their influence while not crossing any boundaries set by them. Every now and then, the underworld organizes high-profile events, demonstrations of strength, or controlled confrontations with rivals just to remind everyone that they're still around.

They strategically intervene in the community by participating in or even sponsoring local festivals. This involvement further solidifies their presence in cultural events, reinforcing the public image of the Grisvolk as an undeniable force to be reckoned with.

In local communities, the crime group is perceived as contributing to the well-being of certain neighborhoods. This involvement goes beyond illicit activities, involving the funding of community projects, support for local businesses, and the provision of a form of unofficial protection.

It's like they're trying to be the cool kids in town, doing both good and bad things at the same time.

The Grisvolk thrive. Public perception weaves a tale of honor, fear, and community ties. The delicate balance with the government, fueled by corruption, keeps the underworld's influence pervasive. They are really like the actual Hell, Underworld, Abyss whatever you want to call it - respected, feared, and unseen.

At least in Alpencia - The Abyss is Eternal
