At one point, Luca used Serena as his get-out-of-jail-free ticket. However, things changed the longer he was forced to remain in a government building.

He no longer needed her to be Agent Marcaida, but Serena Marcaida, the heiress who sat on top of an unbelievable pile of money and a web of connections. In his will, she had permission to a few of his accounts. 

Serena confessed to him that she found out the truth about her father and it was becoming harder to run his business knowing where the money came from.

Luca had to be honest with her and tell her the truth that any sizable wealth like that had to be touched by darkness at some point. What she did with it mattered. 

That's why he was determined to get rid of most of his Morelli wealth posthumously in the public's eye. There were families with their lives torn apart by his father and many suffering in the city who deserved a better chance at life.
