Umbrella introduced the blue and yellow herb products at the beginning of 1992, with the blue herb items dominating the market and William owning the patents, earning tens of millions. The yellow herb products were predominantly marketed to law enforcement and the military for 10 times the price of all other items combined, earning William hundreds of millions of dollars. William would make billions if he were prepared to reveal the remainder of his herb study, but after Albert's warning, he didn't trust Umbrella.
Using his wealth, William took advantage of the newly launched Bright Raccoon 21 plan to renovate Raccoon City, purchasing some land near the Arklay Mountains and constructing a large nursery to collect wild herbs and grow them for his own personal use as well as to study their growing patterns in an artificial climate, employing thirty collectors and botanists. William also bought houses and flats across the city and converted them into safe houses in case he ever needed them. William also became partners with the Kendo brothers, met Robert's two-year-old daughter, and collaborated with them in establishing a weapons company that develops close-range defense weapons and gear, which William strongly supported after witnessing how quickly infected people can overwhelm you and B.O.Ws can get close to you.
But, with Albert in the Umbrella Intelligence section, William began to bribe and persuade Umbrella personnel to spy and work for him, eventually reaching all of Raccoon City's labs and facilities. But, for the time being, William avoided the umbrellas since Sergei had a firm grasp on them. Albert had access to everything and covered up any information that may lead back to them, even if it meant killing.
William investigated Elizabeth Green's blood at the NEST laboratory and discovered that the Now Named Hope virus had found a perfect host. When infected, the virus "plugs in" and activates the 'junk' DNA in its victim, resulting in various biochemical modifications that generate (and rebuild) sentience inside the infected creature's cellular structure, according to William. It works by influencing the promoter introns' protein-encoding regions in each cell. It is a retrovirus that carries both RNA and the reverse transcriptase enzyme, allowing it to insert its own genetic code into the cells of the host. It penetrates, repurposes, and alters the cell, reproducing previously dormant non-coding DNA sequences.
However, these alterations are frequently too dramatic, and 99.99% of all infected organisms die from major organ failure and cell saturation. However, other varieties, such as the gray-skinned infected, lose their wits and behave instinctively. The same cannot be true for the mutant creatures discovered there, now nicknamed "wild hunters," which have a limited intellect. Elizabeth Green evolved into a hivemind for the infected, and she was able to manage them as well as have wild hunters work for her independently. Her voice is more demonic and has an echo as a result of the Hope virus's side effects, leaving William wondering if it's just the virus in her following her memories as a new living entity all together or if it's still her.
Umbrella utilized a hospital in the mountains to test a cancer treatment in 1993, which resulted in several deaths. They closed the hospital after a cryptic police investigation by new Chief Brian Irons exonerated Umbrella and the hospital director. Alex sends William an email indicating she's in charge of her own research team and won't be able to chat anytime soon.
William begins testing unstable variants of the Hope virus on umbrella-provided human test victims. To prevent anyone from taking a sample of the virus, William injected the victims with a blue herb solution before killing them.
The Raccoon Police Department established the Special Tactics and Rescue Service (S.T.A.R.S.) section in 1996, although it is privately funded and operates autonomously. Ex-military personnel and academic professionals were hired for relevant roles within the police agency. The basic concept was to build a squad comprised of tactically sound troops and scientists, allowing the team to operate in anti-terrorism and more potent urban crime scenarios, as well as dealing with other emergencies. Due to the necessity for experts, prospective S.T.A.R.S. members were often recruited through the employment of talent scouts. Sharpshooting, computer hacking, chemical disposal, and field medicine were among the specialized capabilities. For individuals who have not been scouted, applications may be submitted requesting tests to measure a candidate's talents. As a spy for Umbrella, Albert Wesker acted as captain.
A modified Beretta 92F was the regular issue sidearm for S.T.A.R.S. The "Beretta 92F S.T.A.R.S. Special," or "Beretta 92FS" for short, became known as the "Samurai Edge" after being officially called the "Beretta 92F S.T.A.R.S. Special". The Kendo company built fighting knives specifically crafted for the squad, who were intended to master close-quarters combat with knives. The S.T.A.R.S. insignia was engraved on the blade of these knives.
William succeeded in synthesizing a new viral strain, which he termed the Hope Two virus, in 1997. The virus's effects vary, and it is significantly more contagious than the Hope One strain. The Hope 2 virus does not behave like the Hope Town virus: it can cause many more infections, spread over a large region, and leave very few 'uninfected' entities. The Hope 2 virus has a lower mortality rate than the Hope 1 virus and a considerably longer incubation time. For the time being, the Hope 2 virus's full powers remain unknown.
