Level 2 (Major, Rim)
Level 3 (High, Sector)
Level 4 (Medium, System)
Level 5 (Low, Planetary)
Level 6 (Little to none, Continental)

0 (All-out War with superweapons, full deployment)
1 (All-out War with threat of superweapons, full deployment)
2 (Intense War, mostly deployed, full deployment in <3 hours)
3 (War, half deployed, half standby, full deployment in <6 hours)
4 (Threat of war/small skirmishes, full standby, partial deployment <3, full <24 hours)
5 (No threat of war/small skirmishes, half standby, partial deployment in <6)
6 (Peacetime, quarter standby, partial deployment <12)
