Feng Lao didn't stop Jin Yu because Kang Huijuan deserved a punishment. 

"The Crown Princess should not treat me this way. I no longer lack any power. I can raise the matter in the imperial court and ask for justice." Kang Huijuan did not accept his fault. It inflated Jin Yu's anger. She moved her foot away from his chest and it confused Feng Lao.
