In a vast empty space where boundaries don't seem to exist it stretches forever and ever. Thoughts eventually coagulate until a human-shaped being forms. That isn't the only thing that forms around the being.
A simple table but made of pristine wood almost seems to be unbreakable but only serves the singular purpose. It holds on it a single feather pen used for writing, an Inkwell that never seems to run dry, a simple stack of paper that seems no more than 10 but you can pull it infinite amount from, and a book that seems to always no matter how many pages you flip contain more.
The being looks around it is new to this form as it has only existed as thoughts but never has it had sentience. It eventually rests its eyes upon the very table in front of it and decides to take a seat. The chair did not exist before but on willing it into existence it appeared he didn't know he had this ability but he didn't see anything weird about it.
He eventually reaches over to the singular book on the table and flips it open, he didn't know exactly what this thing was but provided him a means of information. Lines, circles, and other shapes span the pages.
At first he stared at them in wonder then tried to process the meaning behind them. For some reason the single characters were jam packed with knowledge. Not just the the kind about the subject but described everything that was happening like how a god knows all things.
It wasn't vague either, as it described everything to the tiniest detail! 'what is this book?' he wondered to itself. With nothing else to do in this vast empty void, he got to reading this mysteries book. He was able to somehow focus the characters on the page to show specific thing if he focused enough.
He found that some people were an interesting bunch when it came to what they did. A warrior who survived a bloody war and now stood like a wall to all that apposed him. A gunslinger that could land a shot no matter where he stood. A rogue that master the art of blending in that no matter what color he wore nobody could see him.
He liked the stories that they were going through and continued to watch with great interest! He started writing down what he thought they had as [Stats]. He broke it into Strength, Agility, Endurance, Intelligence, Magic-Fusion, and Luck.
Strength signified how much force they could put behind their work. Agility signified how flexible, nimble, and coordinated their body was.
Endurance was how long they could push their body, along with how many wounds they could take.
Intelligence was how smart they were, how fast they process things, and a little bit of extra mana.
Magic-fusion was how in touch they were with their magic. This gave a efficiency boost when using their magic along with more mana capacity.
Luck was how much their 'Luck Affinity' would affect the world around them.
After he was done categorizing his favorites he started on the less noticeable people. He was running out of space on his desk. 'I need more space or somewhere to store it' he though. looking at the expanse around him, he thought 'why not use that'. The space turned hazy before book shelves started materializing all around him.
'That should do' he thought as he approached one and started just putting papers on the nearest one. But he thought that he was lacking a few things that showed what people were capable of.

Something that would show what they have or have been working on. But he realized that how would he know the difference between a master of a skill and somebody who just got it?
[Tiers] a [Levels]
He would add them so a master could be a [Sword Proficiency (VI) lv. 4] and a someone that is new as [Sword Proficiency (I) lv. 1]. He made it so that tier 10 or X was the best that could be possible but he hasn't seen anybody showing that kind of skill.
He sat there and contemplated for a second if he should apply this to stats as well. He figured it would be best to do that with everything for the most part. Applying it to stats was a bit of a struggle as he thought of what could be the most of each?
Skipping over that for a second he noticed a trend with skills. They most revolved around what they did as a profession. 'So what about classes?' he thought and immediately got to work adding that to the pages. Their was a slight problem with that thought as he added tiers and levels to that as well.
What did a tier upgrade bring to it? Was it merely them getting better? No it was them discovering the path they would walk which means their isn't just one but what they chose to focus on in that class. A [Swordsman] will start out as they are but what if they choose to focus more on agile abilities instead of being an all rounder? They could become a [Agile Swordsman] or even armor or heavier weapons could affect it like [Heavy Swordsman].
The paths were endless but he started looking at the book once again. He had time to perfect all these things but he would start trying to sort these things.
