Well, it was right to say that he was only in charge of telling Ying Nan how many buckets of water he wanted as for the rest of the thing he did not care about it at all. 

When Old Master Ying heard the word Yamen, his legs softened. He did not want to head over to the Yamen. After all, he was just a simple mer who was responsible for working hard and cooking meals for his family, why should he head over to the Yamen?
