Skype was created by a team of Europeans in 2003. Although you might be able to save some money by getting a Skype phone number, you wouldn't be able to call emergency numbers like 911. That would definitely be a reason not to buy a Skype phone number.

In 2014, Skype had 40% of the international call market share. It was mainly popular due to it's free global chat service. After that became a common feature and Microsoft started making corporate decisions that were against user interest, a large part of the community decided to move on.
