They can't, but the 'zombie cells' can be exploited to make more of itself by literally just tossing it into other genes, which will gradually change into Scion's genes.
The good thing about this genetical feature was that they very had a method of acquiring more of Scion's DNA without actually needing to take something from him. Though, whether this was viable or not remains to be seen considering how slow the convertion rate was.

When Mark fought Conquest, he somehow got much stronger after what the old man did to Eve. Conquest himself was confused, because "We don't get stronger by rage, that's just not how it works." Combine this with the fact that Nolan also lacks this ability to get stronger with emotional turmoil, we can conclude that it's probably hysterical strength and that Viltrumites don't have it for some reason.
