no, its just trial academy. the formal (real) one not started yet, will start in Tobirama era . in era Hashirama ,only the clan heirs and some members of the clan. so it's just for clan. that's why Tobirama doesn't teach like je teaching a 6 years old. Because all of them from clan, alreadylearned the basic clan techniques. Tobirama only polishes their techniques or gives tips. something like that
