The ability of sukuna can kill the target, buggy's ability is more of the type to incapacitate the enemy, I mean that buggy alone with his fruit could not hurt anyone, he has to use other means as weapons, on the other hand sukuna's ability by itself can hurt others.
Buggy also spent some time developing his Devil Fruit powers. His Chop-Chop Fruit wasn't bad. Once he awakened it, it could definitely rival the Gura Gura no Mi (Tremor-Tremor Fruit) as a Paramecia-type Devil Fruit.
