Sasuke got Chakra from Zetsu and healing from Karin before the fight. I don't think the blindness progressed enough to make a difference in the fight. That pretty much was Sasuke at 100%. He was also getting stronger throughout the arc so he was stronger in the Danzo fight than the Raikage fight. Danzo is actually decently strong.
While Danzo doesn't have many mastery-level Ninjutsu, he has mastered several forbidden techniques and wind release ninjutsu. In actual combat, he's quite formidable. Judging from his battle with Mangekyo Sasuke, it's evident that without Obito's help, Sasuke might have been defeated.

The current Super Saiyan 4 is 4000 times the normal level. Even Gohan's unique ultimate form has a multiple increase of 450-500 times. But Super Saiyan God is different. It does not have any conceptual multiple increase. Although it has a certain relationship with the normal combat power, it is not that big. Maybe they mean ss4 goku is stronger than god goku? ss4 is a weaker form, but GT takes place like 10 years after the buu saga, so it's possible that GT Goku is stronger even with a weaker form. I don't remember GT well enough to say how much stronger Goku got. But Omega Shenron was able to destroy the universe, which is comparable to ssg goku and Beerus almost destroying the universe in their fight. I don't remember GT well enough to compare the two, but it's certainly debatable.
