That's simply wrong. Minato was Hokage for less than 2 years before the Kyuubi Attack, he was choosen over Orochimaru. That's when Orochimaru didn't care anymore. According to the Data Book Anko took the Chunin exam still under Orochimaru in the same year as the Kyuubi Attack when the Konoha 12 were born. It is implied during the confrontation between the Third Hokage and Orochimaru when he was fleeing, that Sarutobi took the mantle of Hokage again, The exact Timeline isn't clear but it was after the Kyuubi Attack.

It's a bit of a split personality situation at the start, since he also has the memories of an average Student, and the ones of the original Child.
