No, no. It's not mentioned until now, it's hinted. And Monarch is a title, not a rank. So even if there are people as strong as Monarchs (there are almost none), they can't become Monarchs, just as not anyone can become a king. And yes, it's mentioned in this same chapter, there are territories outside a Monarch's control, outside the Safe-Zones.
