Except for Chakra control I think it's a valid argument but I highly doubt anything lower than 3 tomoe can compare to the perception brought by six eyes

Itachi was stronger than me, without my glasses on, Itachi and I were equals. I hate to admit it, but Itachi was currently more talented than me. Without my eyes, Itachi would be far stronger than me. I needed my eye to keep up with him.
