Only true if both are quite weak. Swords have more reach in hand-to-hand range which makes it hard to counter. Same reason spears are the easiest weapon to outmatch a sword with(aside from guns or spear upgrades like glaves or halberds).

And not just one dagger but also using two daggers against a sword. That will increase the chance of winning. Those weapons are more dangerous when the user is close to the enemy. Same goes for the other side if the enemy is the one using the daggers.
