Pichu could still learn volt tackle, according to games that is. But If you think about it in real world, the pichu's small body would be burdened by just practice alone. Not to mention when fighting and hitting other pokemon. The mc also just finished his 2nd badge so I think the current moves are enough for now. focus on mastery first

Not until the beedrill could arrive faster and pierce its neck. Actually there are fanfics of MCs starter is a weedle. and their beedrills are powerful killers.
