Because copyright laws vary with different countries. an depending on the country your novel would be protected by those laws and webnovel would have a certain amount of time to take down the other person's copyrighted book/punish the other person. failing to do so can lead to legal ramifications in the court of law and face punishments of civil lawsuits, financial penalties etc. You could also do a lawsuit against the other person and they would face pretty much the same punishment and sometimes worse.
