You've already stated the reason above. Why would the common folk trust the FBI when innocent people are killed as collateral damage. The Sniper killing a mother holding her baby is a mark of shame for the FBI that will never be erased especially considering the fact that particular sniper didn't get punished because of the privilege given to Federal agents
