Seriously, if all the people from South bought the land in the Gangetic plains which is the only thing North has because the access to the ocean is available only in South. What will the people in North do? It's starting to get a little disturbing now. And by going the logic, there shouldn't be individual fields in South too.

We wouldn't want to be it like USA where even if we have to buy groceries, we have to use cars. We can give various goals to different municipalities and states about the pollution level should exceed a certain amount.

You can watch the videos of "Not Just Bikes" in YouTube where he explains about the different urbanizations like that of Amsterdam, Tokyo, USA, Canada, etc. I remember hearing this quote somewhere that "cities are for the people", so they should remain for the people and not for the cars. And now is the best time to adopt it since people in that timeline are not wealthy enough to buy cars, so commuting by walking and cycling is best. And you could allocate some money on public transit system too. It will be beneficial in the future as it will reduce our dependency on motor vehicles and also control the pollution which is now the highest in India.
