You are looking at the comics. In the comics, Pietro is much slower. If you look at the Xmen movies, it gives us a better idea of Pietro's speed. He is much faster than the comics there.

It ain't my fault that writers could never utilize his speed properly. Superspeed is a broken power. And we all know that the story wont't ever proceed more than a page if Flash used his powers to its full extent.

He couldn't let out Ship because at this moment, he is too confident on himself. Besides I wanted to show that he is not really at the levels which he think he is. And neither of Ships' weapons could harm Pietro till the latter wishes so. Afterall you can't touch a fast speedster lest they wish you so.
