The second level is listed (previous chapter) as having a cost of 1500. If that trend continues it fits with the ninth level costing 5000. I don't think it is that weird for the gap between levels to be smaller than the cost of the lowest level.

This seems to be 15 SP per skill (x10 for divine skills). This is probably meant to be 1+2+3+4+5, as indicated by the capped skills saying they needed 5000 exp for their last level and the uncapped skill saying it needs 60000 exp to reach level 6. But if you start at 1/5, getting to 5/5 should only require upgrading it four times, not five. Considering that character level started at 0, newly purchased skills should probably also start at 0/5, then the math would work (without ridiculous epicycles).
