I believe they are talking the summons. summons are rare in this world, so they think it would be hard if not impossible to resummon them.

runes are there just much less prevalent and much harder to create/ read. remember that the runes are what the skill books of this world are written in. just people can't fully read them.

ok, so i did the math, it was bugging me. I really thought he Stat points were off, but they aren't actually. at level 1 (level 2 before point allocation in chapter 3) he had 20 Stat points as a basic human. he has gained 9 levels and increased each of his 2 skills 2 times. all of which he gets 5 Stat points for. 9+2+2=13 13×5=65 he has 85 allocated Stat points at level 10 in thus chapter. 85-20=65. the 96 free points listed in chapter 15 is a typo.
actually is is a typo, it should be 0 all 40 earned points have been allocated. 6 level increases 2 skill increases 8×5=40 his starting stats totalled 20. at level 7 with the 2 skill increases the total 60.
there should be a -1 to speed though.
seriously where did the points go. chapter 15 he is lv.7. now he is level 8 only Stat changes are hp went from 58 to 70, MP 34 to 36, STR 12+4 to 17+4 and free points went from 96 to 0. huh? also gold went from 111 to 127.
