Dumbledore is politician, chessmaster, and little bit naive and idealistic man. He have knowlege, but he is set in his ways, and when he make mistake, then there is no one to point out that Dumbledore made mistake. And that is why some positions in the government cannot and should not be combined.
I did that to resolve some of the issues that Dumbledore didn't have solution for. Now I know some of may think that Dumbledore is all evil, but that's not the truth I think.
