Actually the abuse was pretty obvious so his Mother should've done something. bully victims don't say anything out of fear. which may sound silly but until you face that yourself you can't say anything negative about especially that also depends on the severity and mental health of the victim.

it's pretty smart, I'm sure in any AU other than the original Garp's training would have gotten luffy killed or horribly traumatized.
