Lol, I was just using it as an example. There is enough crazy shit in the universe as it is, zombies would just make things much more chaotic.
As for the second project, I intended to activate my dormant Primarch genetics and inoculate myself with both the Extremis virus and Super Soldier serum. Both items had been sitting in my inventory for years now because I was uncertain how to best utilize them. Giving my soldiers such immense power could potentially bite me in the ass, and I initially thought I did not need them personally… Until I received that rude awakening during our conquest of the fortress. Seeing no other alternative now, I was ready to take the plunge to ensure I lived to bring my dreams to fruition.

I fully admit that my knowledge of Warhammer 40k is limited, I will not bullshit anyone and say I am an expert. That said, the way I see it, the information he has about the Imperium of Man right now is solely what Roboute and Victor have given him. He knows that his homeland is run by corrupt nobles and religious fanatics that believe their father is a God, the very thing he was vehemently against. In addition, Dorn has been made aware of their economic, food, and military situation which are all in tatters at this point. So, given the shit situation they are currently in, going with the flow would be the best option to avoid ruffling feathers...basically what Guilliman has been doing to keep the peace. Until the nation is stable enough to make such changes, they have to cautious of collapsing the fragile balance they have right now.
"Guilliman, our nephew appears to have gone a bit overboard for our return to…", Dorn began to say, before catching sight of Lion, "Holy Terra, is that our brother Lion?! Why does he look so old?"

They are his Cyborg Space Marines augmented with technology instead of extra organs. He made them prior to getting his hands on Astartes and Imperium technology. Victor dubbed them Helldivers because they are meant to be his vanguard, the soldiers that were made to stare down the most terrifying enemies in the universe without batting an eye.
Looking at me in shock, it was apparent that she never considered that possibility. Letting Amallyn go, I made it known that she was more than welcome to stay with us until she decided her next move. Accepting my offer immediately, while she was uncertain about giving me a chance, at the very least she felt comfortable around me, which was a start. Motioning for her to follow me, I was about to head over to a nearby ancient ship when one of my Helldivers began shouting my name from a nearby Chaos vessel.

Correct, Cadia would fall within the territory Guilliman is placing under his control. It will be one of the first world's Victor intends to rebuild using proper science and technology, not the bullshit that the wider Imperium is accustomed to. The idea would be to turn it into a shining example of what the Imperium of Man could be, if they embraced science and technology instead of clinging to religion and superstition.
"I came here today to work on the Golden Throne and install a new power source for you to use in the coming battle ahead of us.", I answered, retrieving a ZPM unit from my inventory. "Using the technology I obtained from the fortress, I was able to redirect pure Void Energy into this containment unit. While I cannot be certain, as I am not a psyker, the fortress' AI estimates that each unit holds the power of approximately ten billion psykers each. Installing five of these should provide you with more than enough power to field all your resources when we go to retake Cadia and seal the Great Rift."

He has access to others but is limiting what he uses for others' safety. Somethings are better left locked away and never used. Realistically, the T-Virus could become a very real issue if it were to be released on any worlds or if the Tyranids got ahold of someone with it in their blood. Zombie Tyranids would be really, REALLY bad!

Every light novel/manga I have read refers to galaxy governments that way.
They used a tiny, tropical island because they had only a small number of guests. Imagine them using a space meant to shelter several hundred people for less than one hundred to show up.
Getting us into a stable orbit over the wedding venue, Horizon teleported us down onto the island. As we manifested on the island, a pleasant sea breeze greeted us as the waves crashed against the island's beaches. Less than a mile in diameter, the cozy island Luxion found for me was perfectly sized for the momentous occasion. Moreover, since we were getting married at sunset, the sun would become a beautiful backdrop for our wedding photos.

There are a lot of diverse groups in this universe, not all of them take kindly to being belittled and talked down too. Depending on who that aide said that too, it could result in her death or a potential war. Even in their own country, I am sure there are plenty of petty, vain nobles who would have created a fuss over less.
"I…I am truly sorry for my behavior!", the aide whimpered, on the verge of crying now, "Please do not think any less of Duchess Kryze, I take full responsibility for my actions!"
