The Hydra Takumi fought was nowhere near Ultimate Class. Orochi the strongest Hydra was barely Ultimate class, Riser could easily defeat the Hydra. Ultimate class beings can glass countries and causally blow away cities while the Hydra Takumi fought was upper-middle in terms of high class.
