The simplest approach would be for all residents to pay taxes. There could be different paths wether you chose (or were selected) to join the military, or worked on some good or service that was taxed.

Wow what a twist! I wonder how many cards/point have been accumulated. I appreciate that you brought Zhao Fengs family back into the story. I though it was a bit strange that he would go so long without looking for them again. I hope he searches for them and we find out their fate soon!
