Nah, he's not a Cursed God. He became a vengeful curse after death because he died with anger and regrets in his heart, not because he was an evil person. Because of this, when he attained divinity, he was able to expel the curse from his system and become a proper kami. If he was an evil person like Sukuna, then he would have become a Cursed God after attaining divinity instead

Second, Michizane has a lot of versatility, and I still can't feel if his Cursed Energy has gone down at all, so at this point I might as well just assume that he either regenerates Cursed Energy too fast to ever run out, or his well is somehow limitless.

A Black Flash pushes a Sorcerer to the next level. In my mind, that means it's easier to hit if you're weaker. Sukuna and Narauko are just too strong, but hopefully it means that when it really does happen, it should have that extra impact :3
