Don't turn power levels into game like levels but keep it as a range. The One Piece world is so good because there is no absolute strong devil fruits and haki can both make the power levels incredibly difficult to judge. Any tricky devil fruit can compensate for lack of haki and strong haki can enable a non-devil fruit user to diminish the adverse effect it has on the person. Then there comes stamina factor while using devil fruits and haki powers. So I don't think that there can be an absolute winner in the higher level fight as the weakness/strength of devil fruits can form a rock/paper/scissor triangle.

Don't add any reincarnated oc. there are many good women in anime itself so there are several choises- 1. using anime girls like karin or shizuka 2. you can add an oc (but don't make them overpowered). 3. expand the story to include the whole universe in naruto and you can add an ototsuki woman in his harem 4. don't add women in naruto verse but make it so that he gains the ability to travel the multiverse. just don't overdo it by making too large a harem 3-4 max is usually a good number.
Should i add a female oc someone who has also reincarnated into the Naruto world for Sasuke's Pairing or choose from one of the girls that already exist, i kinda dont want it to be a harem but if thats what you guys want then i will make it a harem
