He doesn't seem too normal to me in the recent chapter Saitama revealed more of his capabilities. He seemed to have the power to grab hyperspace warp gates and just kick a portal away as if space had mass and logic didn't apply to Saitama's body while the rules of the universe cant subject him to it. He also obliterates an entire section of the visible universe millions of millions of light-years away. He also destroyed io with 4 fingers. He seems to be a person of multi-galaxy level threat of destructive capabilities in a way, He is quite broken if you don't count reality-warping guys but his a gag character somehow he just might beat one.
In fact, although it was as big as a country, they were named as cities. City F, City J, City A, and so on.

Ye Kevin liked Mei soo much he followed her to fire moth then he gained his power by some chance after an experiment went right after he volunteered to be a soldier from a student to the strongest of the 13 flame chasers.
