starters were hard to get in game, but logically as starters they would be "first" pokemon for others so realtively easy to get/train

The system isnt stopping him from exploring maps past the elite 4 but he cant rechallenge the elite 4. so he can grind levels in higher exp enviroments and push pokemon forward before going to new region.
